Provide more information on stopped environments

Problem to solve
When environments are stopped, it is difficult to know what stopped them. It could be because the branch was created, the time set has expired, or a user stopped it manually.
Proposal
When an environment is stopped, display a label or tooltip that briefly describes the reason for stopping it, and the date/time when it was stopped. For example:
Stopped 3days ago because the 'test' branch was deleted
or:
Stopped 3h ago by FirstName LastName
Intended users
Who will use this feature? If known, include any of the following: types of users (e.g. Developer), personas, or specific company roles (e.g. Release Manager). It's okay to write "Unknown" and fill this field in later.

This will improve user experience, because users will not have to parse logs or have back and forth discussions trying to determine what caused an environment to stop.
