Capture which user created each label
Release notes
Problem to solve
Generally, the larger a project/group, the more it relies on labels. As labels become more critical and valuable, their intent and usage becomes more important. But it's not always clear what a specific label is intended for, and whether it might be feasible to change it. For example, imagine a label with no description that has been automatically applied to dozens of issues and it's not clear why. The easiest solution is to communicate with the label's creator, but GitLab does not track that.
Proposal
- When a Label is created, the User ID of the creator should be captured.
- When Label details are displayed, the User name of the creator should be displayed.
