Docs feedback: Include Incident Management Permissions
Problem: Customer brought up that incident management permissions for alerts, incidents, and configuration is not documented.
Additional Context Customer mentioned they would like their support team to see who is on call. They would guest users be sufficient to see the on-call schedule.

*Currently, anyone with Guest+ permissions can create an incident. But, this is being changed shortly to Reporter in #336624 (closed). This will theoretically happen in 14.4, but might slip to 14.5. So this might need updating depending on which MR is merged first
