Enable PreventCrossDatabaseModification in all specs with an allowlist

Now that we have !67213 (merged) to prevent cross-database modifications we need to enable this in all tests. In order to do this we will need to generate an allowlist of all known test failures and then we can enable it globally to prevent future failures being added. We can use the same approach as !68620 (diffs) .
