Runner registration fails with group token
Summary
Runner registration fails with group token, but succeeds with project token on gitlab.com.

Steps to reproduce
- Configure https://gitlab.com/gitlab-org/charts/gitlab-runner with a group token
- See that registration fails
- Change the token to a project token
- See that registration succeeds

Workaround
Remove any unused or old Runners from the “Available Runners” section in Group CI/CD Settings. This will resolve the limit and improve your experience while we investigate.
