Overriding LDAP permissions no longer possible

Summary

We used to be able to override the LDAP Group permissions when LDAP Sync is enabled (as documented here) in the Starter Edition (This is not specific to any edition per this conversation). This is no longer possible (at least not in 14.0)

Steps to reproduce

Go to the group members page and try to edit to override the permissions.

What is the current bug behavior?

The pencil icon is not there. We can still edit existing overrides: image

But once we revert them back to the LDAP permissions the icon is gone.

What is the expected correct behavior?

Overriding LDAP permissions should be possible
