Consider deprecating the Needs tab DAG visualization

🧩 Problem

Based on the feedback received at https://gitlab.com/gitlab-org/ux-research/-/issues/1481, the new job dependencies view solves the user problem better than the Needs tab DAG graph. We currently have two solutions doing the same thing, and the job dependencies view in the pipeline graph is doing it better.

Proposal

Consider deprecating the DAG visualization in the Needs tab and continue evolving the job dependencies view in the pipeline graph.
