Migrate shared/analytics/daterange component to gitlab-ui

  @npost I wanted to get your thoughts on this change since I found it in Value Stream Management. I also want to get this daterange indicator added to Pajamas gitlab-org/gitlab-services/design.gitlab.com!2438 (merged) because it would be useful for other areas of GitLab that limit date range selections like Category:Audit Events.
