Create ci database in CI

In !64289 (merged), we have the ability to have a new ci database.

Proposal

1. Create, and setup this database as well on CI.
2. Ensure that db/ci_schema_migrations has all migrations

Questions

1. Do we want to have two different "modes" ? One with just the main DB; and one mode for main DB + CI DB.
