Allow users to open items in incident and alert lists in a separate tab
Problem
In #225655 (closed), we introduced the ability to cmd+click
alert list items to open them in a new tab. We currently don't have this ability on the incident list, however. There is currently no way to open incidents on the incident list in a new tab.
Proposal
Make it so that the incident titles are represented as HTML hyperlinks (ie, <a href="">
tag), as described in this comment. That would look like:

This may seem like a small issue, but it's a big deal during an incident, when every second counts and working in a highly efficient manner is critical.
In the Incident List View, cmd-Clicking (or Ctrl-clicking in windows) does not open the detail view in a new tab, but rather uses the current tab.
This prevents operators from quickly and efficiently opening multiple incidents into different tabs.
In fact, there is no easy way to obtain hyperlinks to the detail pages from the list page. This is unlike other GitLab list views, such as issues, issue boards, merge requests etc.
