Always show "Start app" button for review apps when deploy was failed/skipped/cancelled

Problem

According to #25351 (closed), review apps with failed deploys will only show "re-deploy" if a previous deploy had been successful.

This issue aims to always show the "Start app" button (or "Restart app") whenever the review app environment failed for any reason, to enable users to re-try deploying in order to view the app in the Merge Request.
