Clowncopterize opt in option as a tribute to Phabricator

Phabricator was an inspiration to me when starting GitLab. It is shutting down now. Many of its features were years ahead of its time https://news.ycombinator.com/item?id=27334511 and there was a lot of humor in the product. As a tribute to it shall we add Clowncopterize as a way to merge? This would be an opt in option introduced in GitLab 14.0 #332215 (closed)

It was the reviewers "Approve" button for a submitted patch. The options are/were (approximately) "Reject", or "Clowncopterize"
