Cannot Set Assignee in Boards View for self-managed GitLab with Relative URL

Summary

Cannot Assign Users to issue in Boards view when GitLab configured at relative URL

Error message: An error occurred while updating assignees.

Steps to reproduce

  1. Configuring a relative URL for GitLab
  2. Go to Boards view of any project
  3. Select an issue
  4. Set assignee from sidebar and click apply OR choose assign yourself
  5. Error banner appeared: An error occurred while updating assignees.

What is the current bug behavior?

Unable to set assignee from Boards view.

What is the expected correct behavior?

Able to assign assignee from Boards view

Output of checks

According to Customer, this bug is occurring since GitLab v13.9.3. They are on v13.11.1. I tested it with 13.11.0.
