Initial Root Password ignored

Setting gitlab_initial_root_password
in gitlab.rb
does not actually create a password.

gitlab_rails['initial_root_password'] = 'nonstandardpassword'
sudo gitlab-rake gitlab:setup
What is the current bug behavior?
The output after running sudo gitlab-rake gitlab:setup
is:
password: You'll be prompted to create one on your first visit.
What is the expected correct behavior?
It should set a password that the root user can update after the initial login

Possible fixes
Line 8 checks for a GITLAB_ROOT_PASSWORD

The current workaround is to run:
