[VSA][FE] Add an overview stage to the project level

Once we have migrated the vertical stage tiles on project-level VSA to the horizontal path navigation (see #326695 (closed)), we should also add an overview stage (similar to group-level VSA).

Let's remove the metrics from the individual stage view and show them in the Overview view instead.

Note: There's a separate issue for implementing the charts on the overview stage.
