[VSA][FE] Migrate the project-level navigation to the path navigation layout

Let's use the same horizontal path navigation that's already used on group-level VSA (without the Overview stage):

• Adds the horizontal path navigation to project level VSA
• Removes the existing vertical navigation
• Exclude the overview stage for now, as per #326695 (comment 550251805)
