Creating template repositories is confusing (impossible with free account?)

Problem to solve
I'm developing a web framework that requires a template repository. With a free Github account, you can make any repository a template by clicking one button. It's easy and intuitive and took 30 seconds to figure out.
I've spent about 90 minutes trying to figure out how to do the same thing in Gitlab. It seems I have 2 options:
- Upgrade to a premium account and create an instance template repository. Even then, it's unclear whether the template would be publicly accessible as I need it to be.
- Contribute a project template, which is an 11(!) step process involving writing several additional files, creating some sort of archive, then submitting an issue which might be approved as a community template.
The problem is therefore one of the following:
- Creating a template is easy but the documentation is difficult to find
- Creating a template is easy but requires a premium account (which in some sense you might not consider a problem, except that I won't be able to develop in Gitlab and I'll direct users of my framework to use Github)
- Creating a Gitlab template is difficult

Thank you for considering this feature proposal. I would prefer to continue using your service instead of Github, but the ability to easily create a template repo is necessary for my work.
