FE: Update 'out of storage' banner
Proposal
The banner for displaying on Gitlab.com that you have reached the free space limit doesn't list the project that is over the limit, which can cause confusion if working on a project which doesn't have storage issues.

This change should be accompanied by a FE spec (likely Vue) that tests that the Project name is displayed.
