UX: When the user runs out of space on a project on Gitlab.com the error message should display the project name

Proposal

The banner for displaying on Gitlab.com that you have reached the free space limit doesn't list the project that is over the limit, which can cause confusion if working on a project which doesn't have storage issues.

The message should display a list of the impacted projects.
