Clicking on "Create CI/CD" quick button should take the user to the pipeline editor

Problem to solve
Currently, when someone clicks on the quick button to create new CI/CD in GitLab's main page, they are directed to the single file editor. This is not the recommended page to edit your main pipeline configuration file, instead we should redirect our users to the Pipeline editor

User experience goal
With the introduction of the Pipeline Editor, now it makes more sense to guide the user directly towards the first step in CI/CD onboarding.
When someone clicks on the quick button to create a CI/CD pipeline, we should take them to the Pipeline Editor empty state, from where they can start their first pipeline configuration and run it.
There are 3 possible routes that needs to be updated from the user point of view:
- Blank project without a repository #300061 (closed)
- Project with files but without pipeline configuration file #323694 (comment 530070536)
- Project with a repo but without any files #323694 (comment 530070536)
The Empty States are being implemented in &5276. and this issue should implement only after empty state are made available
