Add a way to disable Jira transitions

Problem

We have received feedback that the recent changes to Jira integration have been disruptive to customers.

This is most likely due to the feature being enabled by default and there not being a way to disable it.

Those changes were reverted in !54807 (merged).

Proposal

• Add a way enable/disable this feature so that it is consistent with other sections of the integration form (e.g., Comment details)
