Issue and merge request description templates in some projects not showing unless a new commit is made on them

Problem Statement

When trying to access issue or merge request templates, they do not show up, e.g. !52926 (merged)

Workaround: Upon making a commit to the issue templates or merge request templates respectively, they then show up. I would have to guess this has something to do with caching. Possibly related to !52360 (merged) ?

Not sure on impact. Seems related to caching, so I would guess 3.0 or higher?

Impact

Since this only impacts issue templates, I am not sure on the impact. I'd personally say 0.5-1.0?
