Forecast int4 overflow date for relevant tables

Following the example for CI related tables, we'd like to conduct a (repeatable) forecast when we need to expect int4 primary keys to overflow on GitLab.com.

Ideally, this would be easily repeatable, so we can do this in a monthly basis or similar.
