Implement DAG for review/review-prepare/qa

Based on feedback from @rymai https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/32610#note_212262359

Once we have DAG for all the jobs in the review/review-prepare/qa stages, we could move the post-test stage between the test stage and the review-prepare stage to work-around this limitation... 🤷
