[Feature flag] Rollout of `ci_mini_pipeline_gl_dropdown`
What
Remove the :ci_mini_pipeline_gl_dropdown feature flag which removes jQuery from the mini pipeline graph. Introduced in !52821 (merged)
This change is visible in:
- Pipelines list (e.g. http://gdk.test:3000/root/my-project/-/pipelines)
- MR widget (e.g. http://gdk.test:3000/root/my-project/-/merge_requests/3)
- Commit -> Pipelines list (e.g. http://gdk.test:3000/root/my-project/-/commit/90899dd422cfa8608ee206e028128cdabe58d596/pipelines)

Remove duplication in spec/frontend/pipelines/stage_spec.js -
Rename ref="stageGlDropdown"to simplyref="dropdown"!55852 (merged) -
#299899 (closed) should be closed along with the removal.

After the flag removal is deployed, clean up the feature flag by running chatops command in #productionchannel
Rollback Steps

This feature can be disabled by running the following Chatops command:
/chatops run feature set --project=gitlab-org/gitlab ci_mini_pipeline_gl_dropdown false
