GitLab.com - Remove plan cards and upgrade button for free personal namespaces

Summary

Currently on the personal billing page we've got links to initiate Premium/Ultimate plans.

We want to remove these links from free personal namespace billing pages, so users will be encouraged to purchase subscriptions for group namespaces instead of personal.
