Multiple emails after a single migration is complete

Summary

Once I've successfully migrated a single group, my inbox gets flooded with emails (~50+) saying, "You have been granted Owner access to the .

This also occurs for any imported MRs that have merge conflicts. See comment.

Steps to reproduce

1. On the New Group page, add group URL and access token.
2. On the Import groups page, migrate a single group.
3. Once the group has successfully migrated, check email.

What is the expected correct behavior?

The user should only receive one email per group migration.
