Service Desk: Add external participants via cc, and notify them, at point of creation
When creating a Service Desk issue, it would be useful to add external participants via CC and allow them to opt-out while still notifying them.

- Add any email cc'd on the email as an external participant
- Send them a " included you in issue #x" type email with an option to opt-out
