DESIGN: Support kanban-style view (in addition to list view) of Alerts
Why are we doing this work
Introducing a kanban style layout of alerts (as pictured in the screenshot from the original MVC Epic, and allowing them to decide which UX to use, will enable customers to triage alerts in the style they find most efficient.

High-Level implementation plan

frontend review and mimic board code to create a board showing alerts in their respective status (preliminary work: board_patch.txt) -
frontend create switch in UI to allow the user to show either the board or the list (see designs above) -
frontend cache the users choice (board vs list) in the cookies so that their choice is persisted
