FE: Create an Incident from an Alert
Why are we doing this work
The initial MVC of the Alert Dashboard does not provide enough functionality for users to accomplish their task of reviewing and triaging alerts. When investigating and triaging an alert, there is no way to create an incident based on the event that triggered the alert.

frontend create Incident
column in the alert table, similar to alert management table -
frontend allow for incidents to be created from an alert, similar to alert management (done in !51417 (merged))
