Deploy Boards State

When we open the environments page, the deploy boards are open by default.

Because we fetch from 2 different endpoints, the first time the deploy boards are rendered have no data. Only when the second endpoint is received we can render that data, causing:

We can do one of two things:

1. Start deploy boards as closed
2. Wait for all the deploy boards endpoints return a response and render the table only when we have all the data

I don't think the last one is a good idea, we can have 20 deploy boards per page.

@markpundsack since you pushed to have open deploy boards by default, are you ok with either having this behavior or changing them to be closed by default?

I believe having them closed by default would be a better user experience.
