Switch font-sizes to rem instead of px

Description of the proposal

Use rem instead of px for font-sizes throughout GitLab in order to allow users to change their browsers default size. This improves accessibility.

Reasoning:

Users can change their default font-size in their browser and by writing our font-sizes in pixels we are ignoring this ability. Here are two articles diving into this issue for those of you that are interested.

  • Mention the proposal in the next frontend weekly call and the #frontend channel to encourage contribution
  • Proceed with the proposal once 50% of the maintainers have weighed in, and 80% of the votes are 👍
  • Once approved, mention it again in the next frontend weekly call and the #frontend channel
