Provide option to disable Project Access Tokens

Problem to solve

Customers with strong internal access controls may not want the option to use Project Access Tokens as they obfuscate which user performed a task.

Proposal

The option to disable Project Access Tokens at the group level. We can leverage the work done in #291082 (closed) to have it cascade to subgroups and projects.
