Stop button on Environments page is visually confusing

Problem

The "Stop" button as it's designed/implemented on the Operations-->Environments page is visually confusing. It almost looks the icon didn't download correctly. It's also lacking a clear affordance for what to expect when you click the button. Lastly, it's implemented as a primary button, but "New environment" is the primary page action.
