Fix inconsistent drag and drop message in Markdown and Designs

The placeholder message that indicates that “dragging and dropping” to upload files is allowed is inconsistent and not using the common “drag and drop” terminology in:
- Issue and epic Markdown description areas
- Issue, epic, and merge request Markdown comment areas
- Designs empty state
