Fix license compliance button spacing

What
In the merge request widget for license compliance, the spacing between the “Manage licenses” and “View full report” buttons is not consistent with the spacing between the “View full report” and “Expand” buttons.
Why
These alignment/spacing issues contribute to a lack of polish in the UI and impact the sense of trust that users place on the product.

@matt_wilson i made a bulk change based on the label "merge request widget" sorry (b/c there are so many i often don't dig into issues unless i am sure it's mine)
