Various issues arising from enabling fuzzy search/search by description for emoji

Problem to solve

A few improvements to emoji search (fuzzy searching, searching by description) have been merged in the past month in !42669 (merged) and !42674 (merged). Many reports of degraded performance - thus usability - of emoji pickers and auto-completion functions have been filed both internally within GitLab's slack and in issues. The MRs may possibly be causing the problem described in #273153 (closed).

Proposal

We will disable fuzzy searching option for awards emoji.
