Disable automatic "Closes #xxxx" message in MR descriptions

The change merged in gitlab-ce!3966 meant, among other things, that if you name a branch 1234-eat-hamburgers
and create a merge request for this branch, an automatic message get appended to the MR description saying Closes #1234
While this type of functionality might be useful to some, we find it annoying. We often do multiple merge requests working on a single issue (think: "Epic-style" issues), so we definitely don't want the top-level issue to be closed by mistake just because someone forgot to remove extra text in the MR which they might not even have been aware of.
This functionality has existed now since the MR got merged, but I would still challenge that it's the wrong default behavior (it breaks the "principle of least surprise"). Thinking pragmatically, I do realize that it would be difficult to change it this long after the MR got merged, so at least adding an option per-project or per-group to disable it would make a lot of sense.
