Enterprise Users - Welcome Email

Problem to solve

Users that receive an account from an enterprise should be informed that the intended use for this account is for that group. We won't have enforcement of this policy in GitLab right away but the right messaging will set the stage for changes to come.

Proposal

When an account is provisioned by SCIM or JIT SAML provisioning send a custom Welcome email. Today users get 2 separate emails. One asks them to verify their email and the other lets them know that they were added to a group. We should combine these into one that explains that their account was provisioned for them and what the intended use of the account is.

By authenticating with an account tied to an Enterprise e-mail address, it is understood that this account is an Enterprise User. To ensure no loss of personal content, this account should only be used for matters related to (group name). For personal use, create a separate account under your own personal email address, not tied to the Enterprise email domain or group.
