Introduce URL navigation for tabs within CI/CD dashboard

Problem to solve

With the tabs introduced at #275996 (closed) the user can now not immediately navigate towards the page for Deployments.

The user is able to directly navigate with a URL to the page showing deployments related charts

Proposal

• The tabs in /pipelines/charts should become navigatable with a URL like /pipelines/charts/pipelines and /pipelines/charts/deployments
