Problem to solve

For instances with an admin approval requirement for user registration, administrators may miss the email notification and leave users waiting for access to an instance.

Proposal

Send an email every week that reminds admins that there are users waiting to be approved. We can include a link to the filtered admin page with all users that are "blocked_pending_approval".
