Problem to solve

With optional administrator approval, we allow users to register but administrators need to approve them before they can access the instance. GitLab administrators would like to allow users who register for an account to be able to have limited interaction with resources (create issues, etc) but not have their content appear until they've been approved by the administrator. This approach would protect the instance from malicious activity while also allowing users to register and complete the action they intended to take.
