Further develop Admin.yml rules to capture "to do" selectively

This issue describes follow-on work to !45914 (merged):

Figure out if the approach used in Admin.yml

swap:
  'admin ?\w*': '(?:Admin Area|[Aa]dminist(ration|rator|er|rative))'

can be tweaked to capture the phrase to do (with varying capitalization) while allowing the button text Add a To Do through.
