Create Vale test for variations on "to-dos"

We need Vale tests to help enforce how we use the phrases "to-do" and "to do" -

To-Do List; add a to do; to-do item; avoid plural (to dos) and use “to-do items”

@stacker I like this idea except that the button in the UI is “Add a To Do.” We could say that that is the only acceptable place to use it.
