Add a shortcut(toggle/switch) for dark mode

Allow users to quickly switch in and out of dark mode working under various lighting conditions.
(#223205 (closed) discusses automatic dark mode switching based on user's OS settings).
Proposal
Add a toggle switch for dark mode in the user profile dropdown menu in the navbar (as a side-effect, it increases the visibility of the Dark mode)

Any shortcut/toggle for dark mode will help frontend engineers to be more efficient when testing changes under dark mode. This is a side-benefit but shouldn't be a reason in itself. #270951 (comment 479979388)

To support our Dark mode as a first-class feature, we need to make testing UX under Dark mode frictionless when. making frontend changes. Right now, turning on and off the Dark mode requires navigating to User Settings >. Preferences and can be especially onerous for frequent switching from/to dark mode.
