Integrate DevOps Adoption into DevOps Report page

In #247112 (closed) we planned on adding a new page for DevOps adoption (later Enterprise DevOps Report under the Admin area).

As discussed in Slack, we could also iterate on the existing DevOps Report page.

Proposal

  • Leave the DevOps Score feature at the top of the DevOps Report page.
  • Add DevOps Adoption to the DevOps Report page, below DevOps Score. DevOps Adoption will be the list of segments (and the button to create new segments).
  • Replace the large "no data" message (which is currently shown when users have usage ping disabled) with a more subtle alert/info message instead which consumes less vertical space.
