Admin Notes area for groups

Problem to solve

Similar to how there's an "Admin Notes" area for users, we would like to have this for groups and subgroups.

Further details

This is particularly useful for GitLab Support where we might need to make notes on changes that are not noted in the Audit Events, such as a manual plan change.

This feature would also be useful to other organizations where instance members are not employees (e.g. OSS/EDU), so they can make notes about groups.

Proposal

We could re-use the same thing we do with user admin notes.

Enter notes via simple text field:

Display in similar manner and place as on user admin screen, something like:

This value would only be accessible through the Admin UI and not be editable through the API.
