A11y: It is difficult to use the search box "jump to" dropdown using keyboard
Summary
When using a keyboard to navigate Gitlab.com, it is difficult to navigate to the items in the dropdown using arrow-keys or tab.
In addition, the dropdown items only appear if one enters the search box, leaves, and returns - otherwise one only sees "Loading..."
The dropdown items then cannot be dismissed, blocking part of the screen until one leaves the page.
Steps to reproduce
Use the tab key to navigate any gitlab.com page. It will currently start at the search box, so if you find yourself anywhere else, use alt-tab to get back to it. (the fact that it starts at search is a bit confusing, as well)
To encourage the dropdown items to appear, tab out and then alt tab back in. At this point, you cannot access the dropdown items.
However, if one continues tabbing, after the "new" icon and dropdown, the focus will be on the items in the search dropdown.
This is very confusing behavior for someone who can see the screen but prefers or requires keyboard use.
I am not entirely sure if it's also confusing for a user of a screen reader, as the dropdown options appear to allow jumping to things rather than searching.
The dropdown items will now not go away unless one leaves the current page.

The next time one enters the search box using the keyboard, one sees this. It will not go away, either. You can only access these if you first tab to the new icon and dropdown to the left of the search box, and then tab will bring you to each of those.
