Container Registry API should allow for searching by image/tag name
Problem to solve
The Container Registry API allows you to list images and tags from your project or group. However, you can't include an image/tag name in the API request to return all images that match a given name.
This is problematic because it prevents users from efficiently searching for an image in the registry.
Intended users
User experience goal
Developers and DevOps engineers can add the image/tag name as an attribute of the API so that they can list details for the image name they are looking for.
Proposal
Allow Developers (and above) to include the name of an image name in the list repositories API, so that they don't have to scroll through their entire registry to find the image they are looking for.

Availability & Testing
In the past, there were performance concerns about this change. See !29763 (comment 419918884) for additional details.
API tests for the Container Registry are planned, tracked at gitlab-org/quality/testcases#1694 (closed)
