Resize search and filter fields on project list page

As mentioned by @annabeldunstone here the controls on the "Project list" look broken for the table breakpoints. This issue seems to occur in several other places and should ideally be fixed globally.

Potential solution:

We could fix this in our secondary_navigation_elements.scss so it will affect all .top-area sections.
